Ken Barkdoll is Risk Engineering Consultant MB West for Zurich North America. He has been a commissioned inspector since 2012. Mr. Barkdoll has over 30 years of technical and electro-mechanical experience spanning multiple industries including boiler and pressure vessel fabrication, aerospace body structures, sporting optics, and semiconductor production, testing and assembly. He is actively engaged with risk engineering, jurisdictional compliance, and boiler and pressure vessel inspection training.

Teresa Melfi

What’s New in Weld Metal Additive Manufacturing

Teresa Melfi is Technical Fellow at The Lincoln Electric Company. Ms. Melfi is a member of the National Board’s Advisory Committee, representing the welding industry. She has nearly 40 years of experience, with roles in operations, research and development, and international engineering. An active member of the global welding community, Melfi holds more than 50 US and international welding-related patents.

Introduction to the NB-380-1 Workbook

Tom Clark has worked for the Oregon Building Codes Division for 8 years – half of that as the chief inspector. Prior to state service, he worked in the data center industry as a critical facilities technician. Mr. Clark also served in the US Navy as a nuclear engineering laboratory technician onboard the USS Enterprise. Chief Clark is an active member involved in the following National Board committees: NBIC Part 1 Subgroup and Subcommittee, the Committee on Qualifications for Inspection, and he serves as the chair for the National Board's Board of Trustees NB-380 Workbook Task Group.

Vincent Scarcella is Director for the Eastern Territory at CNA supporting field services in 23 states. He has worked for CNA for over 20 years and also supports the Technology and Life Science Segments and vendor management. Mr. Scarcella has over 30 years of Risk Management experience that includes underwriting and claims investigation and contractor management. He also served in the US Navy as a propulsion engineer, control systems technician, laboratory technician and a fire fighter. Mr. Scarcella serves on the Committee on Qualifications for Inspection and is the vice chair for the NB-380 Workbook Task Group.

Mark Mooney is the Director of Software & Services for NBBI JRS. Mr. Mooney served as the Massachusetts chief boiler inspector for 12 years where he oversaw the commonwealth’s jurisdictional inspection and licensing program for elevators, amusement devices, boilers, and pressure vessels. He then joined Liberty Mutual where he worked with a team to build out their Equipment Breakdown division nationwide. Mark was a former member of the National Board’s Board of Trustees from 2001 to 2009. Mooney maintains a Massachusetts 1st Class engineer’s license, along with a National Board Commission. He has held jurisdictional commissions in 35 states.

Lonnie Standridge is the Director of Development for NBBI JRS. Lonnie has been in the software industry for nearly 30 years and is bringing software development expertise and perspective to the JRS team. Lonnie has held a range of roles in the software industry including engineering, architecture, and leadership with a specialization in enterprise architecture. Lonnie has engineered and architected software for small and large corporations around the country including Nelnet and Steinmart. Lonnie is currently overseeing the engineering and architecture for the development of the JRS product.

Thomas Vandini

The Partnerships Between NBBI, ASME, and PVMA

Thomas Vandini is a consultant to Quality Steel Corporation (QSC) regarding pressure vessels. Previously he served as their Director of Quality and Continuous Improvement, where he was responsible for all aspects of quality, process design, and continuous improvement initiatives across their three facilities, in addition to the design/engineering for all QSC vessels. Mr. Vandini has held various engineering, management, and consulting roles for several manufacturing companies. He has served as a member of the NBIC Inspection Subgroup and Subcommittee since 2014. He is a member of the NBBI Advisory Committee representing pressure vessel manufacturers. He has been actively involved with the Pressure Vessel Manufacturers Association (PVMA) since 2014, and serves on the Board of Directors, currently as Vice President.
