CONSTRUCTION CODE INSPECTOR 1 (CCI-1), BPVR
The New Jersey Department of Labor and Workforce Development, Division of Public Safety and Occupational Safety and Health, Mechanical Inspection Bureau of Boiler and Pressure Vessel Compliance is in the process of interviewing to fill six (6) field inspector positions.
In this position, the individual hired will be responsible for conducting in-service inspections of boilers, pressure vessels and refrigeration systems in the State of New Jersey. Under the supervision of the Chief, this position requires the person selected to ensure that the mechanical integrity of boiler plants, pressure vessels and refrigeration systems is maintained by performing the essential safety inspections. Proper performance in this job requires the individual to ensure equipment is installed, maintained, repaired and operated in accordance with the agency enforcement of the ASME, National Board Inspection Codes and other standards adopted by reference.
The position in New Jersey is classified as a Construction Code Inspector 1 (CCI-1), BPVR (specific only to boiler, pressure vessel, refrigeration plants). A National Board commission is preferred, however is not mandatory for this position. The mandate for this position requires a candidate to have at least six (6) years of experience as a stationary engineer in the maintenance and operation of high-pressure boilers, or as a boiler maker, or as an inspector for an insurance company specializing in the inspection of boilers, and licensed to do business in the state. Licensure for this position shall require the applicant to demonstrate competence by successful completion of a Certificate of Competency examination.
The Civil Service Commission Salary range for this position is: $58,765.38 – $83,359.14.

TEMPORARY / PART TIME NATIONAL BOARD COMMISSIONED INSPECTOR
(Non-Permanent Position)
MECHANICAL INSPECTION BUREAU OF BOILER & PRESSURE VESSEL COMPLIANCE
The inspectors hired for this position will fall under the direction of the Deputy Director/Chief Inspector of the Mechanical Inspection Bureau of Boiler & Pressure Vessel Compliance or other supervisory official. Each person hired must perform the in-service inspection and perform administrative functions involving the inspection of boilers, pressure vessels and refrigeration plants, including hydrostatic testing, to ensure compliance with the state safety laws, regulations and codes and standards adopted and incorporated by reference; does other related duties as required.
SCOPE OF WORK:
Conducts condition assessment by performing internal and external inspections of boilers, pressure vessels and refrigeration systems as required by law and regulatory oversight and as applicable.
Inspects boilers and pressure vessels that have been repaired by welding to verify conformity with established standards and witnesses final hydrostatic pressure tests and signs documentation that attests that such repairs are made in conformity with established standards.
Ensures that established inspection schedules are maintained and all inspections are performed within the time limitations and at critical points as provided in the regulations and department plans.
Reviews records and applicable logbooks of boiler, pressure vessel, and refrigeration plant operations to ensure compliance with the licensing laws and regulations.
Input and perform data entry using web-based application and must calculate, and confirm the appropriate fees for inspections and electronic submittal to the supervisory official for approval and processing for proper accounting.
Submit memorandum after investigation of incidents, inspections and compliance issues to the Deputy Director/Chief Inspector as required.
Utilize assigned equipment to monitor and test equipment, devices as required by the bureau’s accepted engineering and safety practices and procedures.
Conducts field inspections to determine the mechanical and structural integrity of boilers, pressure vessels, and refrigeration units to address observations or complaints involving unsafe operating conditions.
Verifies that operators of boiler, pressure vessel, and refrigeration plants comply with laws and regulations; submits associated violation(s) for review and action by the Examining Board.
Recommends issuance of certificates when all requirements are met and issues penalty violations with appropriate statutory and regulatory citations in instances of non-compliance.
Investigates incidents of boiler, pressure vessel, and refrigeration plant failures where fatalities, injuries, or property damage occurs; cooperates and coordinates activities with local government, state and federal entities to determine causes of such incidents.
Establishes and maintains cooperative working relationships with engineers, manufacturers, owners and users of regulated vessels, insurance company representatives, and local enforcement officials including fire, building, plumbing officials, emergency management officers and any other stakeholders.
Submits recommendations to the Deputy Director/Chief Inspector or designee for orders to cease operation of a boiler, pressure vessel, or refrigeration system where the public or employee safety is jeopardized by potential malfunction due to improper installation, maintenance, operation, unsafe condition or age of vessel or if there is an imminent public safety hazard.
Prepares clear and accurate reports on inspections and violations; enters data into a web-based application for revenue collection, retention, recordkeeping and penalty assessment.
Maintain records, files, reports and memorandums related to inspection activity.
Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Familiar with the proper use of various types of in-service inspection tools (flue-gas analysis, personal hazardous gas monitors, thickness gauges, leak detectors, video probes, etc.).
EXPERIENCE:
A minimum of five (5) years of experience working as an inspector for an organization that specializes in the assessment of the mechanical and/or structural integrity of boilers, pressure vessels, refrigeration systems and various pressure retaining items by using the ASME Code and the National Board Inspection Codes. Such companies might be an Owner-User Inspection Organization, an Authorized Inspection Agency (i.e. a Federal, State Jurisdiction, or an Insurance Company, as well as an NB-369 Inspection Agency).
LICENSE & CERTIFICATIONS:
Required to possess a National Board Commission with an Inservice (IS) Endorsement. Any other National Board endorsements in addition to the Inservice is acceptable.
NOTE:
Those who qualify will be eligible to apply for the Construction Code Inspector BPVR certification issued by the New Jersey Department of Community Affairs, and will be required to possess a driver's license valid in New Jersey in order to perform the essential duties of the position.
Work Hours: Not more than 944 Hours in a fiscal year.
Wages: This position pays at the rate of $42.50 per hour. There are no benefits for these temporary positions. Use of personal car travel expenses are paid for tolls, parking and mileage (mileage paid at $0.35/mile) after proper completion and submittal of expenses on the appropriate State Treasury form.
